Britain quickly re-established this unofficial part of the agreement and attacked Kowloon Walled City in 1899 to find it abandoned. They didn`t do anything with it, or the outpost, and the question of ownership of Kowloon Walled City was directly in the air. The outpost consisted of a yamen, as well as buildings that grew up in sparsely populated neighborhoods from the 1890s to the 1940s. Just as the atmosphere of the discussions became cordial, members of the Hong Kong Legislative Council were impatient with the long-standing secrecy of the progress of the Sino-British talks on the Hong Kong issue. According to a motion by legislator Roger Lobo, “this Council considers it essential that the proposals for hong Kong`s future be discussed in this Council before an agreement is reached,” was unanimously adopted.  In the same year, Edward, who replaced MacLehose as Hong Kong`s 26th governor, led a delegation of five executive councils to London, including Chung Sze-yuen, Lydia Dunn and Roger Lobo. Chung presented Thatcher with his position on Hong Kong sovereignty and encouraged him to consider the interests of the people of Hong Kong during his upcoming visit to China.  The new colony of the United Kingdom has flourished as an east-west trading centre and as a trading and distribution centre for southern China. On 1 July 1898, as part of the second Beijing Agreement, Britain won a new 99-year reign over the Hong Kong colony. Hong Kong was occupied by the Japanese from 1941 to 1944 during World War II, but remained in the hands of the United Kingdom during the various political upheavals of the 20th century. The Executive Council made changes to the administrative policy and reviewed the primary legislation before handing it over to the Legislative Council for approval. This advisory body itself has also passed secondary laws as part of a limited series of colonial regulations. The Legislative Council reviewed the legislative proposals and was responsible for the use of public funds.
This chamber was reformed in the last years of colonial rule to establish a more democratic representation.  Indirectly elected functional constituency seats were introduced in 1985 and geographic constituency seats elected by the popular vote in 1991.
